Your telegram 17th July. As to the question
of continuance of colonial allowances with no deduction on getting commissions to Police now serving New Army it was considered in May 1916, but matter was not proceeded with although persone concerned apparently were informed of proposal. Question arose on receipt of letters from two police Swan and Dick serving with Black Watch wrote that they had refused commissions they could not afford to take position. An advised that unmarried 2nd Lieutenant can live on active service army pay and that there are officers so living here. Am averse to allowances for single police but would suggest Hongkong Covernment continue to pay women and children of married police obtaining commissions separation allowances they had already before promotion. I do not regard Hongkong Police as coming under your despatch 4th May No. 82, my telegram 26th July in answer.
